Segfault in LIBEDIT_INTERNAL after tgetstr(), when libncurses5-dev

Segfault in LIBEDIT_INTERNAL after tgetstr(), when libncurses5-dev
isn't installed

Include the appropriate declarations when not using termcap, but term+curses
and [n]curses do not exist.
